Community-based Cascadia Behavioral Healthcare provides high-quality, innovative services to strengthen the health of individuals, families, and their communities. Cascadia provides a range of mental health services including Community Support Services, Crisis Services, Integrated Treatment, Outpatient Programs, Medical Services, and Housing. Cascadia Housing is responsible for the development and management of housing for persons having special needs as a result of their struggles with mental illness and/or addictions. Cascadia takes a "housing first" approach, helping people secure housing and then linking them with services that will maximize their success. Most of Cascadia's housing is permanent and affordable to people with extremely low incomes. Caritas Housing is the housing subsidiary of Catholic Charities. Caritas develops, owns and operates rental housing for very low income individuals and families as well as special need populations in western Oregon. Nonprofit Housing Developer
Central City Concern, established in 1979, is a 501(c)(3) nonprofit agency working to provide pathways to self-sufficiency through active intervention in poverty and homelessness. The agency provides services to single adults and families impacted by homelessness, poverty and addictions. The agency is an innovator and leader in the field, with a nationally recognized continuum of care integrating affordable housing with supportive services including healthcare, recovery and employment. Agency success is reliant upon developing and operating needs-appropriate affordable housing, the only permanent solution to homelessness. CCC currently manages 1,334 units of housing and two facilities; new projects will add at least 200 units by 2009. Central City Concern has 470 employees and an operating budget of $27 million.

Since its founding in May 1991, Downtown Community Housing, Incorporated (DCHI) has developed and is currently managing two projects with a total of 164 units of housing. The projects also include commercial/retail space, community facilities including library, lounge and community rooms, plus structured parking. DCHI’s first project, completed in 1993, was the Alder House Single Room Occupancy Apartments which added 132 SRO units in downtown Portland. Kearney House, completed in 1996, addresses the critical needs of affordable housing for large families in northwest Portland by providing 32 mostly 3-bedroom units. DCHI was the development partner with Central City Concern in the development of their 180 unit 8 NW 8th project.

HOST is dedicated to providing affordable homeownership opportunities for low- to moderate-income families. HOST focuses on creating homeownership opportunities for first-time buyers, with an emphasis on single-parent households, people of color, and those who otherwise would not have the opportunity to purchase a home. To help overcome the financial barrier to homeownership, HOST provides qualified buyers with up to $5,000 in closing-cost assistance.
HOST believes strong, healthy communities are created and sustained when homeowners have a stake in their neighborhoods. HOST’s goals are to turn renters into owners and create housing, jobs, and community involvement by building and selling affordable homes, and hiring neighborhood-based contractors and companies. Portland Community Land Trust provides affordable homeownership opportunities for low and moderate income first-time homebuyers. We invest community funds to buy down the purchase price of homes, and we ensure that those homes remain affordable, upon resale, for future generations. In exchange for an affordable home, PCLT homeowners agree to a formula-driven resale provision that ensures a reasonable return on their investment while also ensuring that the home remains affordable for the next moderate-income, first-time homebuyer. PCLT households gain equity and financial stability, and Portland gains homes that will be affordable for generations to come.
Portland Community Land Trust is a membership organization. All PCLT homeowners are members, and one-third of positions on the board of directors is reserved for PCLT homeowners. Further, anyone living or working in the City of Portland who contributes at least $10 a year is entitled to be a voting member of the organization. Members vote on the board of directors; and, a vote of the membership is required to change the by-laws, to change the resale formula, or to remove a home from the trust.

Portland Community Reinvestment Initiatives, Inc. (PCRI) is a community development corporation specializing in the development and management of affordable housing. Our mission is to preserve and expand affordable housing opportunities for very low, low-income residents. Affordable housing has become an unprecedented challenge in the City of Portland. Since 1994, property values have increased by over 400%, and NE Portland neighborhoods have gentrified resulting in mass displacement of the City’s low-income residents. The county’s median family income, specifically in our target area, rose in excess of 16% between 2003 and 2004 making affordable housing near impossible to find. PCRI offer housing to low-income residents who have very few affordable housing options. PCRI represents one of the last opportunities in the City of Portland to offer affordable housing options that include single family homes, small plexus, multi-plex and a variety of special needs housing. This environment encourages and prepares residents for homeownership, as witnessed by the number of residents who have moved on to purchase a home. PCRI housing allows for the stabilization of the family, they are relieved of the threat of displacement, they began to accumulate assets and many of them move on to homeownership.

PCRI’s Programs Department objectives are to assess the issues and needs of PCRI households and to develop and implement programs benefiting PCRI residents. PCRI currently serves over 600 residents in 26 Portland neighborhoods. We offer more than 25 services to all PCRI residents free of charge, such as:
- Quarterly resident newsletter highlighting programs and community resources;
- Annual resident social events like a roller skating party or BBQ;
- Annual school supply drive to provide families with backpacks stuffed with age-appropriate school supplies;
- Emergency child care scholarships that have provided over $29,000 in assistance to 73 parents to prevent 99 children from losing their child care while a parent searches for work or returns to school;

REACH develops innovative and affordable housing solutions for low-income families and individuals. REACH was established in 1982 by community activists concerned about housing conditions in the Buckman neighborhood of Southeast Portland. Today, REACH’s work extends throughout the Portland metropolitan area. Our programs include affordable housing development for renters and homebuyers, property management, the Community Builders program (senior home repair), and the Resident Services Program for adults and children living in REACH housing. Sabin Community Development Corporation's mission to stabilize and improve the livability of diverse inner northeast neighborhoods by assuring the availability of long term affordable housing both rental and homeownership for low and moderate income residents sets the standard for north/northeast membership organizations. Sabin CDC currently serves households in the Concordia, Sabin, Vernon, King, and Humbolt neighborhoods of Portland as well as the Alberta Street Corridor involving residents, business owners, property owners and city entities. We strive to empower residents of our service area to pursue community-based developmental and educational opportunities which address their specific needs and to improve the quality of life and community cohesion by establishing networks for resource and skills sharing.
- 150 units of housing including subsidized rental units (0-1 bedroom) serving families below 50% Median Family income (MFI) and general rental units (1-3 bedrooms serving families at or below 60% MFI)
- 25 homes sold
- Lease-to-Own and Land Trust Homeownership Programs (servings families between 50% and 70% MFI).
- Builds partnerships to provide transitional housing and social services.
- Produces property development financial packages
- Provides educational opportunities in workforce development and youth leadership.
- Provides partnerships with colleges and educational institutions
- Builds community and public partnerships to conduct streetscape improvements
- Provides opportunities for community members to shape their commercial district
Programs:
- North/Northeast Digital Community Project (addressing disparities through community involvement and technical education for youth, adults, and seniors)
- Partnering with PCC-Cascade, Black United Fund, Portland Community Land Trust, Portland Youth Builders, Sun Schools, PSU, and Housing Development Center to empower the residents of North/Northest and to improve there economic, social and political health and stability
- Implements street beautification projects including monthly litter clean-up events, Litter Free Alberta Campaign efforts, fall/spring planting projects, and maintenance days.
- Provides commercial revitalization highlighting technical assistance to business; street promotions including the annual street fair; promotion of the Portland Development Commission’s programs; and community partnerships.

Since 1993, the Housing Development Center (HDC) has provided technical support to nonprofit organizations engaged in affordable housing development. HDC’s mission is to increase the capacity of nonprofit organizations to develop and sustain affordable housing, with the goal of improving the quality of life for low income families and individuals. HDC’’s staff works collaboratively with our industry partners by providing technical assistance that meets the specific needs of the each project and organization.
HDC offers three programs directed toward improving the quality of life and economic stability of low-income families and individuals:
Housing and Nonprofit Facility Development: HDC provides technical assistance to nonprofit (organizations) developers in Oregon and Southwest Washington to create homeownership and rental housing for people who need it most: those with limited incomes and/or special needs. HDC’s services include feasibility analysis, budget preparation, preparing financial applications, and construction and project management. HDC’s current portfolio of projects ranges from single family homes to very large mixed use projects with more than 190 units. HDC provides project management and financing for new construction projects as well as the preservation and acquisition of existing housing, with expertise in rehab of occupied properties, Year 15 transitions, and green building resources and strategies.
Contractor Support Program: HDC’s Contractor Support Program (CSP) provides services to disadvantaged minority and women-owned construction firms in Multnomah, Washington, Clackamas, and Marion Counties to increase their participation in local construction projects as well as to build their business skills and capacity. HDC provides business development technical assistance to disadvantaged construction contractors in four areas: financial management, marketing, operations and construction management.
Asset Management: HDC works across Oregon and Washington to improve the long term quality and financial viability of nonprofit owned, affordable housing by providing technical assistance and training in three areas: direct technical assistance to nonprofits to establish or improve asset management systems and increase staff and board capacity; general industry support, including facilitating peer networks for nonprofit asset managers and providing asset management trainings; and lastly, through technical assistance that combines HDC’s project management and asset management expertise to preserve and stabilize at-risk projects
In addition to HDC’s direct services to not-for-profit entities, HDC provides analysis and policy development work to governmental entities in areas including affordable housing finance, green building, and affordable housing asset management with the goal of increasing the effectiveness of the affordable housing industry.
